re; sweet pea's parental history
It is never assumed that Olive Oyl is the parent of Sweet Pea. One can say for the times, that Olive maybe sweet pea's aunt and that popeye is just a friend doing a good deed.

How did this one get past the Hays Commission?
I echo the comment of the earlier reviewer, who is Swee'pea's father? Did Bluto win out after all? Is Popeye visiting Olive while Bluto is away? The last thing Popeye says in this cartoon is that he'll never have babies. From that we might assume that Swee'pea is not his. So why the devotion to the little tyke? Popeye, as mentioned by an earlier reviewer, doesn't raise a word of protest when Olive says she's too busy to go with him and gives him Swee'pea to take instead. Curiouser and curiouser. Be that as it may, this is a thoroughly enjoyable cartoon with an unusual premise. Definitely worth watching.

background stuff
Although Bluto isn't around to gum up the works, this is yet another jewel from Fleischer et. al. Specially, the 3D effect for some of the backgrounds. Incredibly rich and textured.

Popeye and Swee'Pea at the zoo
I'm a big fan of Popeye, and this is one of the best of his movies.
Popeye invites Olive to the zoo and also gives her some flowers. Olive cannot come and suggests to take Swee'Pea to the zoo. Although Popeye can't go out with his girl and also has to nurse a baby, he is not disappointed at all, and happily takes the baby to the zoo.
